Chapter Discernment Discernment - the Basics
The General Council 2017 will come to his decisions by "discernment".
Discernment means a prayerful process that builds community and by which a common mind of the General Council is sought concerning the wisest way forward on a particular issue at that time.
Discernment is the alternative to voting, without winners and losers.

Discernment Process
1. Listening
The General Council is resourced with information about an issue, proposal or report. Speakers may present varying aspects of the issue.
2. Discernment Groups
Groups of 24 delegates discuss the issue. All voices shall be heared. The discernment groups shall be geographically diverse, and belanced between gender, ager, ordained / non-ordained and abilities.
3. Discussion
The GC meets for discussion and clarification. Showing orange cards, delegates indicate warmth and appreciation. Blue cards indicate hesitation; more discussion is needed.
4. Decision
Possible outcome: agreement, a consent to move forward, agreement to no decision, refer the issue to another body
